Used in connection with Solomon's throne (2 Chron. 9:18), but also metaphorically of the subjection of Israel's enemies to God (Ps. 110:1; quoted in the NTMatt. 22:44; Acts 2:35; Heb. 10:13). The earth itself is described as God's footstool by Isa. 66:1, Matt. 5:35, and Acts 7:49.
